Mods aren't applied on some games

SO, I tried 2 games 1st Sekiro and the mods got applied easily Vortex automatically downloaded MoD engine as a mod and every thing worked so well.

But Dark Souls 2 no matter what i do mods don't seem to work on it I don't know why.
