Buff parameters

Hey all, I've been trying to dig through the regulation.bin to find anything i can related to how the buffs work with teleporting and death. Ive compared items to things like the golden fowl foot that gives the rune boost but persists through teleportation but the only difference I can find is the State Info is set to 76 whilst everything else is 0. Ive also tried comparing the items SPeffectparam to Great runes as well and I still cannot find any way to make buffs persist through teleportation and death. I play a mod with a lot of buff stacking and it gets rather annoying having to buff like 8 things every time I teleport. If anyone has any insight on this PLEASE let me know. This would improve my game experience so much. Thank you
