"EDIT RACE FOR ANY NPC" SPELL

Nope, showracemenu only works for the player. As far as I know, there is no means of scripting which can bring about a change of race in any NPC, or the player outside of that menu. The main reason for this is because the race of NPCs is rather critical in determining what dialogues they use, just like gender. Even if you could change an NPC's race by means of some outside program, like a hex editor, it would almost certainly result in crashing the game, just like with a gender change, if that NPC is in active area, or has not been totally unloaded before being used. Meaning that it would be nearly impossible to use in something like a spell unless your goal was to crash the game.

 

Something like this is well beyond the capabilities of modding. If possible, you would likely need a fairly extensive knowledge of programming, intimate knowledge of how the game manages information, and likely require heavy editing of the .exe to make any part of it work. Even still, the faces of the changed individuals would likely remain unchanged since most vanilla NPCs use special face textures. Meaning, that even if one of the 3 or 4 people in the community who were capable of pulling something like this off had the time to do it, the result would likely crash your game, or leave you with an NPC that has a wrong looking face. It's far easier to just change them in the CS and make a .esp of it... The change would essentially be the same.
