BadPenney
There is a limit to the number of landscape textures that any landscape tile can hold; 8 if I remember correctly. If you cannot add texture to a space, select the space you want to texture while in the landscape menu and press the " i " key. That will bring up a list of landscape tiles where you want to work and show the landscape textures already alloted to them and show the percentage of each texture's usage. If a tile is maxed out for textures, you must delete one to apply a new one in its place. I usually pick the texture with the lowest percentage. Doing this will often show hard lines between tiles because textures tend to flow across tile borders, so you may have to work several to blend them together nicely.
