SamuraiBuns
Do you have any mods installed? or is this happening on the stock game? i guess I'll assume it's on the stock game, since you've tried reinstalls. Are you playing in online, offline, or have you tried both? Also what is your are your other system specs, and what settings are you playing the game on. I'm not wonderfully tech savvy, but I'm always down to try to help the pretty girl in need, and even if I can't this information might help others who can. Try downloading an FPS monitor as well, It doesn't seem like this is the issue. Your game doesn't stutter as well does it? I just aquired that lovely problem, but I think I'm just using too many mods or have a bad load order) forgot to quote lool sorry still a noob. and i just tried all the settings still weird.. littleboltzfan
Here's how I think I solved it,Check your C: drive for this directory and file:C:/Program Files/Lucidlogix Technologies/VIRTU/Ekag20nt.exeDelete it.The "VIRTU" part may have different names but overall the "VIRTU" part of it should be there.I'm 90% sure that's how I fixed my screen flickering problem as well as my loading screen not responding.Hope this helps! blackphoenix10
I had a problem with switchable graphics doing the same thing in windows 8.1 From what I understand 8.1 broke some compatibilities. Anyway running Skyrim in Windows 8 compatibility mode seemed to fix it, though there is some strange windowing going on.

(program files->steam->steamapps->common->skyrim. right click the launcher you are using (might be SKSE) select properties, compatibility and set it to win8. credits for this answer go to ti.mmm. This should solve the flickering, also do the TESV.exe just for added measure, this will fix any flickering you experienced, it certainly did for me :)

weedindeed
It sounds like a crossfire bug to me. By chance do you have multiple cards in a amd crossfire or nvidia sli setup? I am not sure if anything changed recently but I don't think crossfire works unless you are in full screen so when you go windowed mode you will only have one card rendering the game instead of one both cards with one skipping shadows or rendering it incorrectly. What drivers are you using?I know you posted this over 3 years ago but I just wanted to say it's still helping today. I had this problem and tried everything from chasing drivers to total format of my hard drive. Nothing worked so I was regulated to playing in window mode (Horror!!). Then I came across your post. Clicked off crossfire and BAM back in the saddle! So just wanted to say thanks "from the future".
