3 Leveling Overhaul Ideas

1: Keep the player at level 1 and unlock utilitarian perks, making gameplay more universal.

2. Change priorities so utilitarian perks are easier to unlock so builds don't have to be shaped around them.

3. Unlock utilitarian perks but replace them in the level up with something else. (maybe special level up)

1a. Lock SPECIAL from leveling up (already has been done)

1b. Level cap (has been done)


One of the my biggest issues is the divide between utilitarian perks (core gameplay) and unique ability perks. Lockpicking, crafting vs more damage, health regen and then there are perks that are more in between such as radiation free swimming.

3 is the most ideal to me along with locking special and level.

If anyone has any modding advice let me know. Like how would I make perks unlock automatically.
