freeze after loading/moving camera

I have been using guides from skyrim beautifaction project for years, for vanilla mostly from 2013 to 2017 and now in 2022 for SE. I did great and made it work around the 5th nov without problems (outside fps aspect) and after a day I then tried to optimize my PC.
I cleaned services
Updated Win10
Updated NVidia drivers
Uninstalled/cleaned programs for space, resources.
Updated dlls, executables, runtimes, etc.
Another thing to note: During nvidia update I was also checking out the skyrim SE page, it auto optimized. Not sure what indications this has but it did update my ini files which was corrected.

Scenario:

I had a save w.o mods, cleaned it for anything but basically should be able to use it as I have already.

It loads everything and then game crashes when I move camera around, at any time during loading apparently.

New game aka Helgen, same issue but I do have the 2min delayed so it freezes a blackscreen.
Game can endlessly be in frozen state but it does produce crashlog from papyrus way before you'd think you'd just task manager it and be done.

I have reinstalled every mod and even redownloaded many of the mods due to install issues, it's not activated properly or it doesn't show up in loadorder, fixed, done ezpz there.

Re-cleaned the DLC's after the AE update (aswell as patching down to 1.5.97.)

I am at a loss of what to do next.
