How do you dismiss an unwanted follower? (Console command)

I just beat the Legion side of the Civil War questline. I defeated Ulfric Stormcloak, saw General Tellius' speech, left Windhelm, got on my horse, rode to Whiterun, and then entered breezehome. When I left breezehome, Hadvar came through the Whiterun gates. Now he wants to follow me everywhere and I have no option to dismiss him. I'm annoyed. Before leaving Breezehome, I put on nice clothes, jewelry, and grabbed an amulet of Mara because I want to marry Ysolda now before I pick back up the main quest.

 

Is this thing with Hadvar a bug? Is he supposed to follow you after the Civil War questline (Legion questline)? Is there a console command to make him stop following me and go away?
