Mod priority list in Vortex question

I have been looking at Baldurs gate 3 mods trying to fix an issue, one thing im looking at is mod load order BUT theres one thing i cant work out and google (like always) has no answers.

 

So in the mod load order, how is it prioritized?

Like does 1 load first?

Or is 1 the highest priority I.E it will load last?

 

Often Vortex auto sorting orders the mods badly like putting mod's that require other mods in the wrong order, but might be the right order if it loads the other way.

 

Case and point

Mod 1 requires Mods 2 and 3 and Mod 3 requires Mod 2.

 

often Vortex will load it 3,1,2 or 2,3,1 etc.

 

So yeah, does 1 load first? or, say 10?
