[Question] I want to make a mod, how do I start?

I looked the entire mod list but there is no mod that gives you extra experience for compleating a quest so i figured, rather than asking for the mod i would just learn how to do it, but i couldn't find a single piece of information. How do i learn?

 

I was thinking on an EXP mod that gives the quest reciever an aditional 20, 30 or 50% exp on top of the 10% extra for being the one who posts the quest.
