Hmm well shoot. Finally got time to read your method and realized that it's dependent on router settings, not PC--I'm currently living in a college dorm where the wifi is maintained by the school, and something tells me I'll have a hard time convincing them to fiddle with the settings on my behalf lol. It'll be about a week before I'm able to get home again and try this on a router I have control over, but I'll be sure to share my findings then. Thanks again!

Alright, unexpectedly got the chance to get home and try it out--went into the router settings, disabled upnp, restarted pc, annnnd no dice. I'm glad it worked for you, though!

It is with great pleasure that I can finally say we have a solution--it appears the error was a symptom of a greater rash of problems that originated from a faulty system reset of my PC some weeks ago. Performing a clean install with installation media appears to have rectified whatever issue was causing the error, and I can now successfully log into Vortex. Thank you all for bearing with us through this protracted forum thread--I hope the discussion within helps anyone with this problem in the future.
