need help with wild edits in abandoned mod

RLO IC patch.esp has 5 wild edits (that i know of) that are affecting;

 

open cities

 

immersive citizens

 

ICAIO OCS patch changes

 

i cant get xedit 3.2 to work now and 4.0 no longer has the manual clean option and i dont know what else to do except reach out here and ask for help. if this cant be fixed could i at least get some suggestions as far as a replacement?

 

MA gave open permission in the comments on mod page but i dont know enough to try myself.
