It may still be pretty early, but pretty soon there are gonna be more files for fallout 3 on the magnitude of the oblivion files. And I have trouble finding a particular mod:

I am after the hair in this mod but i cannot find it or the pack that contains it. Any help is welcome

That screenshot was uploaded by dimon99 for one of his clothing mods. When asked about the hair he had the following reply:

 

Hairs: Most of hairs ,including "that" hair are "rips" from Sims2 mod. Created by Helga. She is german. That's all I know. These hairs are NOT releaseable - no permission obtained. I didn't do conversion either.

Even if released- these not conformulate(adjust) to the head

automatically, you have to do it yourself for EVERY different face/head. So you got to know Nifskope and better yet 3D modelling for that. Plus, being from Sims they are VERY low poly/low res. Many missing normal map and even HL texture.

I am using em cause of that style...Helga is Sims mod legend for a reason,hehe. Otherwise those are a pain in the butt and pretty much unusable for most users.

So: no PM's , I know nothing more.

 

So, in short, they're from a Sims 2 Modder who hasn't been contacted, so he can't release it, he wasn't the one who did the conversion, so he can't give you any hints on how to convert them yourself, and they're missing important features that would make them work properly with the FO3 engine without advanced fine-tuning on a case-by-case basis.

 

Also, he's requested that no-one PM him about them, so you can't even ask him who he got the conversions from.

 

Essentially, those screenshots are like the pictures of hamburgers you see in Fast Food Ads: Looks great in a still image, but doesn't exist in the real world in a consumable fashion.

 

Still, there's enough info there that you might be able to google up something.
