Conditionally opening up dialogue if player has met an NPC

Hey folks. I'm wondering if there is a condition available in the creation kit that would make it possible for a dialogue option to become available only after you have met a specific npc? I know there is such a condition for spells, but I haven't found one for actors. I want to work without scripts, so it would be great if anyone happens to know whether or not this is doable via conditions alone.
