SSE Is there a mode where NPCs swim outside the water?+and talk in water mod

I downloaded the mermaid costume mode
But the 'walking' of mermaids out of the water is very awkward
Sometimes, NPCs swim in the air because of bugs
Can someone create a spell mode for NPCs to swim on the ground?
And it's impossible to talk or interact with any NPC in the water, so is there a way to make this possible?
