I think serve as a soldier did this or the devs did in an update? not 100% sure but that mod was causing my game to crash so I disabled and started a new sandbox and there is very few wanders available where as I used to get a ton and a good amount with decent skill levels before. I took a few months break from the game so the official updates could have changed that without me knowing but the SAS mod is the only one I was using a few months back vs now. Any mods that add wanders? right now looking at the available ones in my current game are all trash and have no useful governor skills.
