Request: Tweak railroad armors 1 through IX to be modifiable and accept legendaries and be considered under-armor

I would like to have railroad armor be tweaked with a few adjustments:

Being modifiable like a normal set of armor / clothing.

Accepting Legendaries

Being made into under-armor so you can slap whatever gloves you want or chest/arms/legs/face armor you so choose.
