The Ultimate Character

So I reinstalled Fallout 3 so that I could use mods properly and thus I started a new character from scratch. No I'm playing a female character called Roxanna and she's a good karma sniper/stealth character. I recently got Broken Steel and I usually spend some time thinking about the kind of perks I'm going to take in the future to create the kind of character I want. So from Levels 1 to 20 I'm fine; I have all the perks I need; but with Levels 21 to 30 I can only see on perk that is useful from the new perks added through Broken Steel. Below is a break down of Roxanna

 

STR: 4

PER: 7

EDU: 5

CHA: 5

INT: 7

AGL: 7

LUK: 6

 

Perks: Gun Nut X3, Educated, Bloody Mess, Gunslinger, Commando, Strong Back, Finesse, Black Widow, Silent Running, Sniper, Adamantium Skeleton, Light Step, Action Girl, Better Criticals, Concentrated Fire, Explorer, Grim Reaper's Sprint.

 

She's at Level 11 at the moment, and her S.P.E.C.I.A.L is a little different because of bobbleheads and what not, oh and I don't have all those perks yet, but that's where it's going. Now from the Broken Steel perks the only ones that seem useful are Almost Perfect and Nerves of Steel.

 

This means that I have 8 or 9 perk slots free. What the hell do I take? And does Nerves of Steel and Grim Reaper's Sprint clash? I mean with Grim Reaper's Sprint every time you kill something in V.A.T.S your AP recharges completely; with Nerves of Steel they recharge faster. What's the point? It seems that taking both is redundant.

 

At Level 30 I'll be taking Almost Perfect, but so far I have 9 perk slots free and I'm not sure what to take. So any and all comments are welcome.

It's True About that Grim reapers perk and the other one, But The grim reaper only instantly reacharges if you KILL a NPC in VATS. Meaning if you shoot someone, but they didn't die, your AP will not recharge instantly, that's where this other perk comes in. It allows you to recharge faster so you can keep on killing through VATS... Then again Don't take that Second perk I Don't remember the name on ;) unless your intending to use VATS alot... :) If there is other Perks you want that is.

Try Downloading Perk Mods. Maybe they will help with your selection... ;)

 

There are alot of Perks to look through, although some of them have turned out to have bugs included after you equip the Perk....

 

Try reading on the comments, they would probably tell you if there are any and on which perks. :D

THE ULTIMATE CHARACTER

 

if you want to make the strongest player possible, set your character around abusing VATS and abusing criticals.

 

the two best weapon sets are energy weapons and unarmed.

 

energy weapons use small amount of AP, do high damage and have a high crit chance. the best weapon for this is a3-21's rifle. even Masters will not be able to stand up to your VATS rampage, so you can basically be in VATS 100% of the time.

 

unarmed is great for two reasons. those are the deathclaw gauntlet and paralyzing palm. if you get Ninja and a high LUCK, you will critical in VATS 100% of the time. with this weapon, if you have the right perks, and you get a head shot, i think you do about 500 damage. you can get like 5+ shots in VATS too, so you can possibly do 2500+ damage before your vats is over. dont forget, that damage is all armour ignoring. paralyzing palm is incase you fail to kill someone (behemoth, deathclaw) they will be limp after VATS is done. you can beat on them in real time until your ap charges enough so you can kill them in vats to restore all your AP.

 

 

 

things essential to this build are:

maxed luck

ninja

finesse

reaper's spirit

better criticals

iron fist 3

action girl

ledoux's hockey mask

survival guru (snide)

maxed AP (agility)

 

things you may want to look into:

a high sneak skill to get the most from sneak attack criticals

chem related perks so you can abuse pyscho and stack AP drugs for even more carnage

perks that raise accuracy in VATS

reiley's ranger armour, its the best armour in the game, light, gives a bonus to luck, gives a bonus to AP and has the highest DR of any non power armour in the game.

 

 

with this build you dont need to worry about much DR because you can abuse med-x, and VATS makes it so you take 10% damage from attacks. the same goes for HP (but you may want to max endurance as a child)

 

if youre REALLY worried about making the ultimate character, its possible to raise your UNARMED to 197. Unarmed is the only skill that tracks past 100. it doesnt show up in your pipboy, but it works in game. you need to max your unarmed early, take comprehension and take every skill that will raise your unarmed. i wont explain it all here though.

 

 

 

YOUR BUILD

 

my suggestions:

ditch gun nut if you havent already gotten it. you could be raising special points with those perks.

try investing in melee. its great if you dont want to waste ammo on small frys, or you can use it to quickly take out lone enemys without blowing your cover.

get the blackhawk so you can use it in real time if things go ugly.

get the victory rifle, it is a stealth weapon and wont alert people when you fire it.

since you have the space, invest in chem perks

 

 

try wearing clothes that raise special points along with taking drugs or food that wll raise it too before leveling up. this way you will have acess to some funner perks that you otherwise couldnt get (animal friends is a fun one)

 

you can also try working in another weapon skill too, since you have all that free space
