Teammate commands override, how to?

Hello.

How should be used properly?

 

Have specified Follower Command Package List for NPC_ and provided new Command Travel/Activate packages in a FLST, Actor is templated partially, but doesn't inherit Packages, only Traits+AttackData. Still default command behaviour is observed, and for example, she travels instead of doing nothing (infinite Wait proc) as specified in the override.

 

ps. In general, idea is to prevent player from controlling a creature by any means available in 3rd party mods (i.e. anything can be enslaved by SetPlayerTeammate(DoFavor=true)). Keywords CompanionDisableMenuAll, DisableCommand don't seem to help here.
