Unsure if my settings are 'Ultra-High'

This is probably the dumbest tech-support thread you'll ever read, but after deleting my old 1.5 Fallout 3, and dragging my back-up from my second HDD, I've noticed that the default vanilla Fallout launcher is malfunctioning.

 

I use FOMM to launch my game, but AFAIK you still need to use the vanilla launcher to change graphical things. Well whenever I hit 'ultra' on the setting, everything is put to the lowest it can possibly be. I manually went through and put everything to ultra, but now (in part due to the vanilla launcher also not detecting any esp/esm data files) I can't seem to shake the feeling it may be busted, and I'm playing on medium or even *gasp* low. This scares me as I'm densely OCD when it comes to things such as that.

 

I've started to notice small graphical abnormalities that I didn't notice before (although likely because I never really specifically looked for them before like I am now), so can someone tell me if the detailed 'water' fade in this screenshot is normal vanilla 'ultra', or if my game is now stuck on medium or something. I really can't tell.

Does this look like ultra-high? Notice the water quality 'fade', is that normal for ultra-high?

 

I know, dumbest tech support request you've ever had the displeasure of reading. I apologize, but I'm really unsure.

This is also happening to me. Low-Medium-High work, but Ultra turns everything off, basically a mirror of low detail.

 

What gives? Previously I was using Ultra detail and it worked fine. Now the best I can select is high.

 

any ideas on how to fix?
