Stardew Valley

I have an interesting problem.....

**UPDATE**** This issue has been solved. I had to reinstall Steam completely!

Maybe I'm just dumb, but here it goes. So I play with a ton of mods on Stardew Valley. They worked fine, no issues at all. But then my cat knocked my external hard drive onto the floor and unplugged it. I was playing a different game at the time but I had to reinstall my entire library of games. I also noticed that it uninstalled all of my mods. I play two games modded, Rimworld and Stardew Valley, this fall got rid of all mods for both games. Rimworlds mods was easy to get back but then I tried Stardew and here's where my problem starts.

I didn't have a mod folder so I assumed all my mods were gone. However, I loaded my game and all of my mods were still there. I was still married to Sterling and several other people, I still had all of my visual changes and my dialogue changes. I played a few days and they all still worked. So I uninstalled the game, then reinstalled it, then reinstalled Smapi, that got my mods folder back but it was empty. But my mods still worked! So I reinstalled a bunch of new mods just like I did last time and everything was fine but no new mods went into the game, I also cannot update or delete mods since they are now for some reason ingrained into my game. I uninstalled Stardew again and started a new game and deleted my old game and same issue. No new mods, same old mods. Can't do anything. The game runs fine, I'm just stuck. Really I would just like to update my mods but I can't even do that. Choosing a mod from the parser that needs updating and putting the updated version into the folder doesn't fix anything. I updated Smapi but it still says I need too....

Here's my smapi log parser. Good luck to the precious soul smarter than me who can help.
