Currently you can't enchant items which already have enchantments except by removing the preexisting enchantment first, even if your enchantment limit is higher than the number of enchantments on the item (i.e. if you have the Extra Effect perk or modded effects with similar effects), this also means you can't enchant items which don't have some unenchanted base form at all.
