I would think person would see mass maze of docks ships of every size load and unload cargo a buzz of activity. All goods from the provinces should be pouring into the IC, as such capital cities do. Market District should be the finest in all the empire... Maybe model the port after some cities Constantinople(ill dare not call it Istanbul) Alexandra,..... what are your thoughts on how improvements should go.... If you count the Upper Niben, but still it shallow water...IC is on massive lake, you should at least see some small fishing villages or camps all over the place. Much like lake Victora, where you would find that rural fishing element all around lake Rumare. The port element more like you would fine on the River Tiber and the Aventine during the height of Roman power. The IC should be where Bravil sits now. It still the more or less the center of the Empire, it has the Niben Bay allowing for deep water port, ship yards, Imperial Navy HQ...massive maze of dock much like Norfolk Link to comment Share on other sites More sharing options...

The Cyrodiilic deep-water port is Anvil, and road convoys should move along the The Gold Road to the trading centre which is the Imperial City.Small, high value goods would be trans-shipped from Leyawiin by river craft (I think crewed probably by Argonians) and brought up the Niben to the IC. I've sited two tiny villages on this rout there already, 'Nibendorf' near the Tower Stone and 'Nibenham' Fort Valriela. (Nibenham was the prototype for Nibendorf, as part of my Pell's Gate Fief mod I'm scratching at). Mr Silka's wonderful fishing boat and the rowboat from Medieval Modder's resource are my two preferred river craft. If you imagine a cargo of netch leather, some kegs of greef and mazte, as well as some ebony and glass. First off, the stuff gets to Vivec, and then clears customs at Ebonheart. The Duke levies a tarrif on the alcohol and minerals. It's shipped by the beautiful little Morrowind ships (based on Mediterranean merchant ships from late antiquity to the early middle ages) across The Sea of Ghosts. Here it probably moves by road caravan to Mournhold, to pick up more items (and be taxed again) as the Jeral Mountain passes are a bit iffy and the hinterlands are lousy with creatures. From Mournhold the caravan goes to the coast (to the end of that big inlet) and loads the cargoes onto one of the deep water vessels we see tied up at Anvil. They run down the coast, past the pirate haunts in Black Marsh, and put into Leyawiin. Here the minerals are offloaded and perhaps alcohol, put onto smaller vessels (after being taxed by the Count of Leyawiin) and run up the Niben. At Bravil the taxman strikes again, which is how the Count of Bravil can exist with such a tiny county, and then they swing up and into the deep water at the south of the IC Waterfront.The Netch leather, still onboard and not taxed at Leyawiin, is too bulky to economically ship upriver so the ship then sails for Anvil. Offloading the last of its cargo and ready to take whatever back to Mournhold. The Netch leather gets taxed at Anvil, then Kvatch (well, until recently), and finally at Skingrad. It's so low cost per weight that the tax would be minimal though, and if it's sold within the city it wouldn't be taxed at all.How did that pirate ship and the Bloated Float get up the IC? The same way Grantham Blakeley's ship was trying to; ride a period of high water from the spring thaw. The Bloated Float was probably so badly banged up coming upriver that the owner sold the cargo, and then the ship itself. The pirate ship was probably offered little choice, perhaps the coastal squadron at Leyawiin (probably owned and financed by the Count, so he can charge taxes) chased them up river and they're wondering what to do now. No wonder they're so edgy! What does this mean for play?Well, river piracy is fun and educational. River boats have low sides, meaning you can often just clamber aboard. You could drop off a bridge or leap aboard when they have to cut close to the shore. Pirates historically are fishermen or rivermen augmenting thier lifestyle (see Indonesia and Somalia in the present day). Historically rivers are the highway of the middle ages and the ancient world. People themselves are low weight/high value cargoes, and people wanting to get elsewhere in the empire would probably hop a riverboat downstream to Leyawiin.
