Convince Mr.Burke to Spare Megaton

I would like to request a mod based on the following idea:

 

Male\Female characters would ask Mr.Burke to 'Ignore' Tenpenny's. BUT, asfar i know this is only available to female characters and he'll be removed from the game afterwards, something that i would like to change.

 

 

The idea is: After you convince him male or female, he'll return back to Tenpenny Tower and would greet you with the the speech said by him after you destroy Megaton (Incase you know it) for talking some sense into him.

 

Thanks to the person who would turn this into an actual mod.
