City Walls and ground missing/broken textures

Hey folks.

I've been having an issue with my game not loading the City Wall textures, or even some staircases inside the cities. I have no mods/plugins altering the ground, walls, or cities active.

Even in a completely vanilla save state (Complete deletion of all Skyrim files from system) the problem persists. I'm able to play on Ultra rather easily.

 

Any help is appreciated as it kind of breaks the game to an unplayable state without the use of the tcl command.
