Almost Perfect Perk And Console

Hello, I'm trying to recover my character that got deleted so I was going to make a "good" level 20 character then start the game, but I want to get the Almost Perfect Perk at Level 1 using the console, so i can get all the bobbleheads, and have 10 Attributes, but I do not know how to add it to my character via console. Any help? Thanks in advance. Also any mods that will help me with getting XP quick and stuff, I tryed the LevelersTruck but it kept crashing my game.

Personally I only use 2 console commands, which I use soon as I'm a baby. setpccanusepowerarmor 1 and player.additem 000000f 10000

player.modav [skill or special name here] ##

i.e. player.modav strength 10 -> you now have 10 strength O.o

there are also console commands to just give you experience if you are gonna cheat anyway :D... I don't remember them tho :(

Hit the "~" key, then type

player.addperk xx004C4B

 

Where xx is the place that the BrokenSteel.esm takes in the load order (you can check using FOMM). I'm not sure if you add a "1" after the code or not.
