Additional cost when making custom spells.

Does anyone know how to reduce or eliminate this? I've spent a few hours fiddling around with some of the GMSTs, but none of them seem to have any effect on JUST custom spells. That is, I don't want to change the casting cost of ALL spells, just make it so the penalty isn't so great when creating new ones.

 

It doesn't even seem like it's a regular multipler anyway, since as spells get more expensive the penalty relative to the autocalc'd cost is reduced. Is this just hard-coded or what?
