7531Leonidas
I am pretty sure you edit both .ini files found in your Documents\My Games\Skyrim Special Edition folder, NOT in the game's base steamapps\common\Skyrim Special Edition folder. The .ini files in the second location are default files intended to be used in a reinstall.

7531Leonidas
For the SkyrimPrefs.ini - I believe that you have to add those lines to your copy of the .ini in your Documents\My Games\Skyrim Special Edition folder. Check for help on the Rudy ENB page, or ask for help there. Same for the Skyrim.ini. I suggest that you backup both before you add/edit anything. I usually change the file extension in the name to tell me what I intended to replace: .default or .original in the case of changing an unedited file from your original installation. That way, you can simply change it back to .ini if you mess something up. The SkyrimPrefs.ini in the install directory steamapps\common\Skyrim Special Edition should not be edited, as it is a resource to create a default version of the .ini in your Documents folder upon game installation, it is not a working file.
