Animation and game speed

Yes hello i am fairly new to adding mods to fallout 3 and i seem to have a small problem that i hope you guys can help me with. The problem is my game speed is way to fast and the animations are to quick, the weather is fast, the quest markers are blinking extremely fast, also please dont go all grammer nazi on me.

Also i instaled FWE along time ago but removed it.

If you disabled v-sync, turn it back on. Try entering sgtm 1 into the in-game console.

Yes i did what you said and all it said was globel time mulitplier >>1.00 any thoughts?
