Personally I think rating system should be divided up with two scores, 1 out of 10 for the working ability of the mod and another rating 1 out of 10 or a 1/5 star rating system for how much they like the mod and why they "MUST" give a reason on this score.

If its a low score and a stupid reason then that person can get their rating revoked. This is how I think it should be. So its fair on how the mod works and gives people freedom to rate also in their own opinion why they like it. Authors shouldn't worry about that score so long as their primary score is working condition this is what counts the most.

I agree with what HeroLegend says.

Currently from a crap day at work, I'm in a mood, therefore I won't rate mods because of what will come out once tried lol. I feel that numbers can't really reflect feelings of a mod. Words, semantically mean different things in terms of feelings to others.

So maybe a system like emotion icons can be used alongside comments, much like this forum has but for ratings instead. But pictures can also bring harsh ways of saying x mod is rubbish etc, so I'm not sure how that would affect its authors and users of the mod.

All have different tastes. Take Unnecessary Violence mod for example. I like the work that's gone into it, beats me how the hell he/she did it! About time we have another dual wield mod and other enhancements . Its pretty flexible too, but the moves/controls aren't too my taste.

My problem, learn to mod, or learn to use other mods in it.

So what would I rate it? 10/10 for the work into it. 6-7/10 for my feelings of it?

Or

  :D for the work into it/functionality.

(comments here) can be described as OMG!!! mmm.... Ah Sweet! (big grin)

and...

8) :thanks: for my feelings of it purely from my preferences.

(comments here) can be described as, cool, no thanks (needs will possibly mod to suit emotion icon).

Imagine your the author of that mod, now I know you smiled at that first one, but the second one leaves a little sting maybe. That's without comments, what if words were in the mix as well?

PS: I'm not a doctor on the mind lol, Nor some wise philosophical monk.

In my opinion, there should be a feature that forces you to vote and comment on a mod after x amount of time after downloading it. I hate when I check a mod's rating, see 9.84 out of 6 votes and over one thousand downloads. It's not fair for users because it's not an accurate representation of the mod and it's not fair for modders because they don't get the recognition they deserve.

I typically spend more time on Fallout 3 Nexus then on TES Nexus, and like LHammonds i think was said, that's where most of the problems are coming from. At the same time, if a mod really sucks (i.e. horrible meshes with worse textures) why can't a rate it a 4? I feel bad for modders who create awesome game changing mods, and they're rated equally alongside a simple plugin that gives you max weight of a billion. I realize that mods do take time, and it's more than fiddling around in CS/Geck, but still, the people that spend hundreds of hours creating 3D models and textures and writing line after line of script need to be placed higher on the pedestal.

And as far the @#$! who get off to leaving rude comments, they don't deserve the joy of using mods. Most of them are too stupid to be able to install a game on a computer anyway. I personally try to leave as much of meaningful criticism as possible, but if people are only allowed to leave positive comments what good does that do?

Its inevitable to have people making ass comments, they are immature and a lot of them still in their early teens ignore is the best option like spam mail you can't erase their existence there will always be someone making stupid comments. I suppose another method is an award system like kudos but for each individual mods so for instance this mod has 20 Awards and there is no limit to how many awards one can have only one per user though.

I think it would be best to have Awards if you like the mod and a "I approve of this mod" and the award system for the mod itself how much you like it, this way its not evaluating on a number but rather a trophy.
