What are all the spells and shouts and where are they

You can find out all sorts of things about Skyrim by doing a widenet (google, etc) search

 

eg. "skyrim magic spells" or "skyrim shouts", or "skyrim <and whatever you want to know about>"

 

As to where they are in game. At vendors (often hold mages) who sell them, or other merchants, or from looting dead bodies, or found in chests, or on tables, or as rewards for certain tasks, etc. (or if you're lazy, directly from the database via a mod like Add-Item-Menu)
