Yes, unless you use Live Another Life or something similar that allows you to skip/bypass the initial Helgen chopping block dragon chapter. Some people suggest disabling a bunch of your mods until you get to Riverwood. I can't provide more than that since I have had no issues with game restarts with my full load-order (although I'm not fond of doing them, and yes the bombardment of "such and such mod installed" messages is annoying). Although I can't provide a recipe, there should be plenty of posts on the subject if you search widenet (google, duckduckgo, etc) try "skyrim special edition skip helgen" or something like that Link to comment Share on other sites More sharing options...
