Lighting freaking out on occasion

This is my first playthrough of the game, and the first time interacting with the Fallout community in any way, so do forgive me if I am unfamiliar with any conventions.

Every now and then during my playthrough, I have encountered a bug where the lighting would randomly act up. Most of the time, it could simply be resolved by restarting the game, but so far I have run into two occasions where it would happen repeatedly: once during the Big Trouble in Big Town quest, and once during my playthrough of the Mothership Zeta DLC, on the Observation Deck. I somehow managed to play past the first occasion, but the second occasion seems to be unavoidable and I am unable to progress due to it.

Most of the time, the bug manifests as the contrast increasing heavily, dark areas becoming much darker and bright areas becoming much brighter, but it can also make the screen go all white or all black. The framerate also drops to single digits. The bug will cause the game to freeze or crash if it's allowed to go on for long enough, but sometimes the game will just freeze or crash immediately. It doesn't appear to be save-related; while saving the game can trigger the bug, I have made several different saves on the Observation Deck and the bug happened on its own on every single one.

I haven't been able to find anything resembling this issue on the Internet, and doing things like disabling autosaves and rearranging my plugin load order didn't help at all. I am quite at my wits' end, and any assistance will be appreciated.

I am using the EGS version of the game with the Anniversary Patcher. A list of all the mods I'm using is included below.

EDIT: Okay, while attempting to get screenshots and/or footage of the problem, I managed to get past the problematic part of the game without it glitching or crashing. This has only happened one other time only to crash a few moments later. Perhaps running Shadowplay had something to do with it? (It didn't prevent it outright, the game still froze and crashed a few times with Shadowplay running.)
The request for assistance still applies, because this isn't a one-off problem and I'd love to be rid of it once and for all.
