That's risky. You should at least use BOSS to sort the masters and plugins.

 

Your problem isn't due to timescale. I run with a timescale of 4 always, and don't have problems with it. I don't know why people say that.

Did you try leaving Dragonsreach and going back in. Or you can leave, wait just outside for an hour or two, then go back in again. That often causes the events to fire.

I downloaded and ran boss today, it didn't do anything...

This is still on going problem, dragons still spawn normally not as often though, I can learn shouts and absorb souls.
