oblivion new shops help

I have got oblivion installed and i got some mods on including shivering isles. I can get the mods like extra facual features and armor. But when i install a mod that makes a new shop with stuff, a shop which originally wasn't there like lera and pizz hiyoko shop that gets put in cheydinhall in the middle of the river. It doesn't work i can't even see the damn shop its like i never installed the mod. All other mods work fine but when i install the mod to go to the shop and i can't see the shop. I've tried three different shops and there all the same.

i dunno what to do or why its happening

the character i'm using is nec kaleah which i downloaded but i don't think the character makes a difference

any help please i'm out of ideas :pinch:
