I would love to help with this but unfortunatly I know nothing of Fallout Modding. Though I do have some handy skills. Being Modelling and some texturing skills. I have previously worked on Mods for a game called Lord of the Rings Battle for middle earth. And recently I had been developing an RTS game with some friends but not many of us so we had to disband it. I'd love to help on this mod if someone sorts something out.
