New installation, but where did all these plugins come from?

I got a new computer and things didn't go as planned in moving my data to it, so I ended up reinstalling everything from scratch. When I launched Vortex, I did not expect to see a long list of plugins. I recognize most of them as mods I used previously, but my new computer doesn't have any of my old files, so I wonder how they got there? I have not subscribed to any collections. Is there a cloud storage somewhere that saves my mod list? I'm really baffled as to how they got there, and the tutorials don't mention this in the getting started, so is it ok if I just Enable them? or do I still need to download and install the mod?

~Edit: I forgot to mention that I am signed into Nexus through Vortex, just in case that matters.

Which version of Vortex are you on? - 1.6.14

What game are you trying to mod with Vortex? - Skyrim Special Addition Full Anniversary Upgrade

How many mods do you have installed? - Well that's kind of the question I came here with

What environment are you running Vortex on? - Windows 10 Pro Desktop

The rest of the questions don't really apply.

Guessing all those plugins are from the Anniversary Edition dlc. They come with the game when you purchase it.

These plugins include the Creation Club content for sure, but they are also including non-Creation Club content, like Kaidan, Inigo, Arik, Lucien, Robert the Reaper, Barenziah Quest Markers, More Salt, CACO, NordicCooking, JK's Skyrim, Left Hand Rings, Unread Books Glow, to name a few.

~Edit: So I wanted to see if I could just enable these and go, and got a message that the game was modded by another instance of Vortex. I cannot fathom how it knows this since everything is a brand new installation, nothing was saved/imported from my old computer, so I can only guess that it is somehow linked to my Nexus account, or there is a cloud profile manager out there somewhere. So I suppose the only thing to do now is to uninstall/delete that entire list of plugins, but I need to also find whatever is remembering this and delete it so it doesn't creep in again somehow. So now the question is: Where is this list coming from exactly?
