Animating static objects?

I was wondering how some people seem to be setting up animated static objects in Fallout 3? For instance the Groovatron or the Vertibird mod?

 

IE: I want to use the disco ball from the groovatron mod and set it up inside a particular cell. When I opened the mod up, I see a couple of activators, some scripts and some lights.

 

I also see a cell filled with a disco ball reference and a bunch of lights and some light effects.

 

What I'm wondering.... is how this works? Is everything basically controlled by scripts? So, for instance, the disco ball, the correpsonding lighting effects and lights all show up and it just spins these effects and spawns and hides different lights at different points in time?

 

I've also noticed that all of the vertibird mods seem to contain a cell with the vertibird in what appears to be different positions and some effects within it.

 

What I'd like to eventually do, is model a laser projector and have an animated laser of some sort spawn. (basically just goes up and down one way, up and down another way, and then spins in a circle.... rinse and repeat. No associated light sources... just a green laser projectile that spins around the room and looks cool.

 

 

Anyway, just want to get an idea of how this works. Any tutorials on how to do this?
