Is there a way to prevent clothes from defaulting to small breast size?

In short: Character body defaults to small breast size when clothing is worn.

Is there a mod or a setting that I'm missing?

 

More detail:

I've tried EBB, and it works, but it's a bit too much for my character.

Would be nice to have both vanilla settings as an option - not just one of the two vanilla settings...

I'd heard that 1.61 fixed this issue, but I'm still getting the same results as before.
