Graphics, lighting, textures and weather

Kind of a vague title subject but i need some help lol, so the short version is i need help figuring out the ideal settings between my graphics card/driver settings, ini file setup and it kind of combines with lighting and weather mod trials and issues.

Specs:

Graphics MSI GTX 970 4G

Proccessor Intel i7 4790k 4ghz

Ram 16g corsair i know its better than stock ram but forget the specs exactly

Just wondering if someone can point me in the right direction or straight up tell me what im doing wrong..

What setting do you recommend for the graphics card/nvidia control panel

Settings for the game ini files (currently using BethINI with ultra and bethini recommended setting but turned shadows down to 2048

What lighting mod would you recommend for my setup

And what weather mods compliment it well..

My main issue is i have been trying different combinations of elfx and rlo with several different weather mods but everything seems to be washed out or blurred and just not to my liking compared what i know is possible with my mid tier setup.. and i believe half of the problem is not understanding the settings between my graphics card and the games ini files or even knowing how they work together. So before i can assume that any of the lighting and weather mods just dont work for me, i would like to be confident that my system is actually setup correctly..

Im writing this while at work so i cant refference my current settings at this point but if anyone feels they can relate or even shed some light on this topic for me it would be greatly appreciated..

Im not much of a nood when it comes to modding, i get the concept and have been modding this game for years now lol but i never felt like i got everything properly setup when it comes to the visuals side of the modding community.

Again thanks in advanced for any assistance!!

ok so not sure if this is considered progress or not, but i have found that opening racemenu even once in any save file included stock unmodded skyrim with brightness all the way down is what is causing my issue.. or at least i think it is..? i have some images of stock unmodded skyrim with some descriptions to help show my issue, hopefully someone can help me please this is such a bother to deal with

well apparently i uploaded them to nexus itself and not the forum lol so here is a link to my profile just check my "User images" if it doesn't direct you there manually.. i guess i dont know how to use the forums as well as i thought.. :D haha

I legit have no idea why this is happening or what could be causing it.. I really hope i can get to the bottom of it though..

I have a GTX 970 4g with the latest drivers as of this date

Intel 4790K 4 GHZ processor

MSI gaming 5 motherboard

Windows 10

running skyrim off my samsung SSD which is my C drive

I have tried messing with driver settings on the control panel of nvidia, tried installing and messing with GeForce experience, even tried tweaking setting with afterburner even though i know it has nothing to do with my issue lol, I am at my wits end.. and trust me I have done my fair share of google searches including vague and specific criteria including my specific GPU, Special edition, racemenu, skin too bright etc.. cant seem to figure this one out sadly which really sucks..

uhhg nevermind, i guess opening racemenu just automatically reverts skin textures the the original brightest preset no matter which skin tone you chose before hand.. so i guess this could be a good thing meaning it could possibly be a graphics card setting issue maybe? I have no idea anymore and its driving me mad haha

hit the left CTRL key to toggle the player illumination while in the initial menu. IDK why it turns it on when you enter Racemenu, (presumably some faux facelight trick) but it does. Every time.

LOL im aware of that function, unfortunately that isn't the issue.. its basically most noticed on the lightest preset of skin color on player and NPC's i can make my PC skin darker and its not soo bad but when i have serana as a follower you basically cant even see her face, it is just washed out by bright white glow (upper chest also). I went ahead and used DDU for my graphics drivers and reinstalled skyrim but the issue still is there.. at this point im just going to have to keep dealing with it because i have no idea what could be causing the issue

Thank you very much for the reply though i appreciate you taking the time to try and help
