Game launches without the mods

I'm trying to play modded Borderlands 2. I spent two hours today getting my old Nexus account and downloading Vortex and all the prerequisite mods. I got the BLCMM launcher and Hex multitool along with Java and the dot net that they needed. I'm only using a dozen mods that were simply downloaded from Nexus. I hit Deploy Mods and resolved all conflicts and Vortex says they are active. I try to launch the game through Vortex and only vanilla opens. The Mods option on the menu isn't there and I don't know if I'm missing something obvious.

I have the same issue trying to use Vortex with my Vampire the Masquerade - Bloodlines mod. I downloaded and installed Vortex this morning, ver 1.6.14, on Win 10 Pro x64 Ver 22H2 build 19045.2364. I'm using Symlink Deployment with Allow Symlinks without elevation option. I've also tried using Hard Links with no different results.

 

In all cases the game launches without any of my mod files. I tried installing a small mod with a few simple files and they didn't appear in-game either. From the Vortex.log file:

In the staging area and in the log the Vampire directory is getting stripped off, which I assume is normal as from the Mods tab -> Open... -> Open Game Folder it opens the Vampire directory. So it seems to know that is the data folder, but it doesn't seem the files ever get there. I've attached a mod report and a log file where I opened Vortex, launched VTMB, closed VTMB, and closed Vortex with the game launch icon still stuck spinning.

 

Also, the Vampire.exe process doesn't appear to close properly when launched from Vortex, the little launcher icon just spins and spins. The only way to get it to stop spinning is to open task manager and kill the Vampire process there. Launching the game or a mod using the Unofficial Patch method manually and Vampire.exe appears to open and closes fine.
