Data Files issues

Ok, I have a few mods, they work fine but when I select them in data files then press 'ok' they are automatically NOT selected when I click data files again, and if i dont select a mod, it still functions during the game FOR EXAMPLE:

 

I download a house mod and a companion mod

I select the companion mod ONLY

when I enter the game, both the house and companion mods are on

So it seems like every plugin file is automatically activated if i put it in my 'data' folder

 

Can anyone help me fix this???????
