i got this in several of my saves.... and then some bug would later coming up in the game like sudden freezing, freeze at loading door, freeze when sleeping, mostly are freeze.

but i dont know where is this came from... is it safe to delete?

Using Resaver or other save game cleaners is never "safe". Fiddling with save games is always somewhat risky. If you're lucky, those tools can repair an otherwise borked save. If you're unlucky, save game cleaners might finally destroy your save.

 

Since you already got issues with your save game anyway and proceeding without cleaning doesn't seem to be a viable option, I'd let Resaver delete instances like this and test, how the cleaned save game works. Be sure to have a backup though.

All edits are "dangerous". Having said that, as long as you only delete reported orphaned references, it *should* be no issue. The warning is stock any time you choose to delete something from the save file.

 

As @Algabar suggested, make sure to backup the old savefile. You can always delete it later.
