Adding Additional Activation Options?

I've noticed that some workshop features and some mods in Fallout 4 are able to add a secondary prompt to interactive objects. For example, on a gamepad you would be able to interact normally with A, or trigger some other function using X when looking at the object.

 

What I can't figure out is how this is achieved? Can it be done dynamically, and does it work with actors?

Modders typically do this with Perks in the Creation Kit.

You make a new perk with a new effect that has an Entry Point of Add Activation Choice(iirc) then choose the text that you want shown when you hover over the things you want affected and then you clarify what all in the world you want to be affected by the perk. More specificity is better

 

The functionality, at least in so far as I have used this, is done via scripting.
