My Steam Library was on a separate drive from my Steam installation.I moved Morrowind to the same drive (and folder) as the Steam installation and I stopped having the issue.I hope this helps. I have been unable to find any sort of workaround or fix for this, and I've had to reinstall the game several times in an attempt to make things work. It's strange... I -know- that I've gotten this to work in the past, but it's just not wanting to cooperate. I know this thread is a few years old, but have there been any confirmed fixes for this issue? I'm running it off Steam on Windows 10, and I've fixed it this way twice after shuffling around mods.
