Rarer but harder hitting energy

Not of a mod request, hence I didn't make the thread in that section, more of a question. Does a mod that does this exist? In Fallout 1 & 2 energy weapons where extremely powerful, but where late game weaponry. I was wondering if an overhaul like this actually is out there for New Vegas? Like I have found mods that increase energy weapon damage, but they don't make them any more rare, or say, make there ammo less abundant. I sometimes find it weird that I can find a merchant selling a laser pistol at level 1 and then also find that the gun hits for less damage then a standard 10mm. I kind of liked the way that the older Fallout games handled energy weapons.
