Vortex needs access

I need to move my download folder from my C: drive to my E: drive, but when I attempt to 'apply', I get an error that says 'Vortex needs access to E:\vortex\dumpstack.log.imp but it's open in another application. Please close the file in all other applications and then retry.'

I don't have any other applications open that I know of using Vortex.

I'm having a similar issue on my C: drive, Vortex needs to access the appmanifest.xml from an unrelated Windows app, among others. I can just hit Cancel and play mods fine, but there's multiple errors like this every time I open Vortex.
