Should be relatively equal for any target level, regardless of health pool and weapon damage. More simple - take away 10% of base health, for example. What are options? I can see two - Detrimental Stimpack and Perk mult on target side (Incoming Mag * Health), neither is perfect. Maybe else i've missed? Problem with ModIncomingSpellMag AV Mult is that it takes current Health value instead of maximal, so damage drops progressively, although that may seem like a curious feature. Appears to be lesser of two evils. Stimpack deals with percentage, wonderful, but worst problem here - it damages limbs just too much.
