rage Question about this abandoned game.

I don't know if anyone will be coming by, but I hope someone can answer my question. While playing this game, I realized that there is a gameplay imbalance I'd like to correct in my own experience. The bounties for wasteland vehicle combat are entirely too low to justify the combat. I'm playing on hard, and I'm enjoying the delicate economy; so I'd rather just break this and be able to afford my ammo.

 

I think I found the file I need access to, a .resources file in the base game, but I don't know how to mod this. I don't know how to open this. It's too big for notepad++, and Visual Studio won't open it either. I don't honestly know how to mod anything. This is an Id Tech game.

 

May I have your recommendation?
