0x0000142 Launch error windows 7 RC1

Greetings everyone. Know it may be a bit early for wondering about windows 7 problems but due to one thing and another (vista machine dying then refusing outright to accept my perfectly valid real licence key) i've pretty much been forced to give windows 7 x64 ultimate a spin. Much to my horror my much beloved favourite game comes up with the windows error

 

"The application was unable to start correctly (0x0000142) Click OK to close the application."

 

To be honest i hadn't expected it to work first time so i spent 3 hours or so fighting with it trying every compatibility mode / Admin privilages, patching, re-patching disabling all mods etc to it and i get the exact same damnable error every time. Needless to say it is driving me to distraction :wallbash: . Anyone have any ideas / encountered this problem yet.

 

i was having a few issues with Vista x64 anyway (game loaded but locked up completely 2-3 seconds after anyone using any weapon with 1 core going to max usage and nothing else happening) and even all the ffdshow and .net compatibility fixes under the sun refused to fix it so i left it alone until new ati drivers came out (didn't fix it either) does anyone have any idea why that happened (even with NO mods on & clean install)

 

My machine is a Qx6700 with 4gb ddr 3 1600 ram, and 2x 4870x2's running in crossfire with games drive on a RAID 0 pair of velociraptors and fallout has been working fine in the past with no problems at all i think it was the 9.4 driver update that did it last time but now i am stumped.

 

Can anyone out there help me out with this or at least shed some light on what the heck may be going on.

do a fresh install but not where you had it installed before

 

dose someone have windows 7 on here with fallout 3 running ?
